It is real, the only reason why it's advertised as a billboard for now is because Insomniac wanted it to be advertised in the movie Battle: Los Angeles. So they had put the billboard up there while the movie was still filming, which means they intend to announce it soon. It seems that the game will still take place in America or atleast a significant portion of it.
