I have an NVidia Geforce 7800 GS. The minimum requirement is Geforce 6600 GT.
To answer your question, yes you can run it. But I would really bump the graphical settings to medium-low.

ATI 5770 is the exact same GPU I currently have and it's really not that bad. A little outdated but not bad at all. As for the other specs, you did fine.
I'm currently using this 19inch Dynex HDTV with VGA. I highly recommend Dynex in general. Check them out if you get the chance.

You really just need to watch Newegg constantly for deals. I built my first gaming pc for my 16th birthday for around $310 and all the parts were purchased from Newegg. I started off with an excellent graphics card but a terrible processor and only 4GB of ram. I'm still using the same pc but I've added on a bit since then.

Found a good quality motherboard for like $45 but started off with a junky dual core 3.1GHz intel processor. I've upgraded a bit since then so the total amount of money put in is probably around $510.
