Sorry, easily Halo and GTA. Not awful bad games, but they just spent more cash on marketing than everything else.
In GS: Oblivion, CnC3, World in Conflict. Mediocre games that got great marks for shiny bloom in graphics.

Soulstorm has the worst campaign of them all. Some fliers are good, some are utter crap; but the most annoying problem are the few multiplayer-breaking bugs, which patch the community is still waiting for. However it's more balanced than any of the previous iterations. Definitely not worth $40, but still not bad.
People hated soulstorm because (apart from a welcomed Necron nerf), they pretty much ignored everything else the community wanted: linear campaign, 'nids (and God help Relic if they aren't in DoW2, strafing air units, no Gamespy, choosing starting location on Skirmish...and so forth.
A decent game? Yes.
A good Half Life-esque shooter? Yes.
A good System Shock successor? No way in hell.
After many months of hyping I was lured to believe we were waiting for an epic FPSRPG hybrid (like STALKER) with at least some freedom (like, for example, Far Cry or Crysis). What we got was an overly easy and lineal game, where the plasmids system breaks down halfway (a very small fraction of them are any useful) and the 'moral' choices a complete joke. Since there's no multiplayer, and two endings that you can get to in less than a week, it has barely any replay value. The game is not bad, just disappointing.
