I have a 300w psu with 20a on the +12v rail, can it run a 8600 gts xxx? (No I cannot get a 3850 as it wont fit in my case, nor do I have the money to buy a new psu)

How can the 360 support mods? User creatable content is listed as a supported feature in CoD4 (http://www.xbox.com/en-US/games/c/callofduty4modernwarfare/), but how can they get mods onto xbox live?
