some people have reccomended this already but using skill boosters to boost the security skill helps or you can get your security up high enough to unlock the door my security is high enough that a journeyman lockpick will undo lvl 100
As long as you have a tough character reccomended 20+ you shouldn't find it to hard. By lvl 20 you should have good gear and tough weopons. Hell ive had a lvl 10 nord with ebony armour and I smashed the hell out of tribunal. Ive played the game several times this is my umpteenth time and I'm a lvl 36 with lvl 100 in most skills and I havn't even gone to tribunal or bloodmoon yet. Havent even completed the whole morrowind story (Dagoth Ur is going down).
I find Morrowind better as there is lots to do and you need to play the game several times over to be part of every guild at least once. e.g. you can only be part of one of the great houses and if you become a theives guild member people in the commana tong and fighters don't like you. In Oblivion you can become part of every guild easily and it has no effect on the game or other characters what-so-ever
USA and possibly England as they both are powerful and might want more. England might want to get America back after the american revolution when the americans broke free of English control.
