Once Skyrim is released, it will have been through 3 years of production. (Maybe a bit more since a small team could have worked on it during FO3)

Three years is a good amount of time and who knows what kind of help Bethesda has been getting with the new engine.

Also, New Vegas was just released. It would be really dumb for Beth to release FO4 before TESV since TES is there main series.
