no, The White Council is not coming out, it's been cancelled in favor of another game: Lord of the Rings Conquest. this new one is a star-wars battlefront style action title coming out this fall. and yes, they are making a mod for oblivion that will involve all of middle-earth, but it may be a while before it comes out with the amount of work they plan to put into it
