Since we're talking about budget PC builds, where are the AMD CPUs? A Phenom II x4 is going for $120 on newegg right now; combining that with a cheaper AMD-socket mobo would cut the price of this rig even more. The Intel CPUs might stay viable for a little longer, but for Diablo 3 you'd never notice the difference.
Try this as an alternative: AMD Phenom II x4 965 3.4 GHz: $120 / Asus M5A97: $100 / ATI Radeon 6850: $150 = $370. Compare that to the i5-3570 / GA-Z77MX-D3H combo (the cheapest GS recommendation) at $390. You've just saved a few dollars, and now you have a GPU that can run D3 on max settings.
I think most peoples' complaints about PSP games come from the PS2 argument- many of the good games on PSP have already been done better on consoles. However, I've been considering getting a PSP for a little while now. Maybe this will sway me.
1. Super Metroid (SNES)- I've put literally hundreds of hours into a game that takes less than three hours to complete 2. Advance Wars Dual Strike- I will get 300 medals (DS) 3. Mega Man X (SNES)- Same as Metroid 4. Pokemon Red Version (GB)- Admit it, it's awesome 5. God Of War (PS2)- Will never get old
