Yes, you can decorate the room with any picture and texture you want to. The wall itself, frames..etc.
The apartments will not be policed by Sony since it's private spaces unless a serious complaint is received and then they will check that specific one out.
Uh? Isn't this highly positive news (at least regarding Home)? Don't say you guys fell for that list? :p It was clearly waaaay too ambitious and a obvious fanboy wetdream. (Though I would say PS Home is a wetdream only that it is happening)
Actually it has been shown. 100% true but no site are allowed to put up impressions before after the keynote. However there will be no media before 'E3' in July. Also, a trailer of PS Home will be available online at the same time and supposedly it's looking *sick*. :D
The PSN network is upheld by three different datacenters. One in the US, one in Europe and one in Japan. The load will be split between these datacenters so you US players won't be 'punished' by the EU launch.
