@bandarman No, currently consoles are used as the baseline for game development. Developers don't do alot when porting to the PC other than interface changes and various optimizations, sometimes you might get HD texture packs for the PC versions etc but not alot really.
With the next Gen everything changes because the architecture is the same across all platforms (x86), I wouldn't be surprised if the PC becomes the lead platform and baseline for most games in the future - scalable games engines can make porting even easier.
