I've been to Tokyo maybe 5 times in my life and I believe it is perfect for tourism, but other than that, I'm not a great fan of the city. Too busy, crowded, not too differen't from Toronto, ect. Still a fun place. You must already know that Japan itself is very expensive, so keep that in mind.
You can stay with a foster family by signing up for a program like an exchange or foster group, so you should look into that for an orginization near to you. If you do end up going to Japan, I suggest going to Osaka or Hiroshima ( not as hectic as Toyko) and see other beautiful sites.

Well, smokers also force the innocent bypasser to breathe in their arsenic, formaldehyde, lead, cadmium, carbon monoxide, toulene, ammonia, and tons (literally)of other carcinogens and poisons.
Damn second hand smoking.
