The best way I can think of to balance it all out you separate whats done for profit and what is not, that which is not done for profit will be heavily marginalized in a slightly more policed world this leaves most profit channels for the CP owners to gain a profit from.

Also to aid policing it and ensuring the people have the right to backup and distribute in non profit settings(remember a clip,a picture even a part of a script or lyrics is considered distribution these days) you can tax the net, media devices and PC hardware by about 10% local governments(UK,US,Japan,ect) take up to 10-20% of that to run the regulation and policing efforts the rest of it is given to the main media organizations.

Normally I would be against bigger government but media has injected itself into government and is basically bullying the public. This is the best setup I can think of that balances out everyone interests.
