That's only true theoretically. In practice, the quality can vary.
My 1440p monitor (some asus 165hz gsync monitor) should display 720p content identically to a 720p screen but in reality it looks worse due to interpolation/enhancements applied in the scaling process. Even with proper scaling, you're still introducing a new blank grid between the upscaled 1080p pixels.
