No you dont need to make a character with the DLCs power as long as you have the DLC you will be able to do the missions (at lvl 30). BTW dont make an earth tank they suck, and lightning healer is good but nature or sorcery are better.

Well sometimes its by selling the stuff in your inventory, I suggest you get some mods, and star doing alerts and duos so your can get your T1 armor (Use your mods in those armors (meaning Tier armors like T1, T2, T3 & T4).
