Last year I found ff7 and metal gear solid both black labels and in near mint cond. for around $15 at goodwill.

You could also look in second hand stores like goodwill or salvation army, i was fortunate to find both FFVII and Metal Gear Solid both black label for only $17 in near mint condition last year.
