@Vojtass Not necessarily. In the case of GameSpot's redesign, it will use HTML5 to detect the browser's screen size and adjust the site accordingly. The best example of this would be to go to Giant Bomb and play around with the window size of your browser application; you'll notice that the site optimizes itself automatically to accommodate smaller screen sizes instead of forcing a particular design aesthetic upon either desktop or mobile users.
Lark also goes into detail about it in this GameSpot Fireside Chat video at around the 24 minute mark. Essentially, what he means about the site being "fully responsive" is that there will no longer be a separate website for mobile devices. Instead the main site will change depending on screen size of the user.

This shouldn't really be a surprise, given the nature of anonymity on the internet. However, I think a great deal of people still believe that no matter how bad somebody believes another person's opinion to be, it can never justify the disparaging personal remarks Jennifer Hepler received.
