No, there isnt enough memory on the PSP's browser. Java isn't advanced either. Just leave it on your computer, I guess.
Also, if you want certain MP4 videos on get them in iPod format. Looks good on the PSP screen size and resolution. I use torrent.
Medal of Honor Heroes 2 is a great shooter, just like Call of Duty 3 for PSP. Twisted Metal combines cars and shooting, so thats a good game. GTA VCS is good, get the ISO game file.
