"Darth" Maul didn't get more screen time because "Darth" Maul was NEVER a Sith apprentice. Palpatine was still the apprentice, he trained Maul in basic uses of the Force and had him trained as a warrior by a bunch of other people. Maul was a glorified ERRAND BOY, that's it.
