Actually, it's the second of it's kind, the first one was Body Snatcher on the N64, Rockstar refined what they learned into GTA 3 which obviously turned out much better.

The only reason people think it looks like Halo 2 graphics is because the design of the characters, guns, environments and vehicles are similar looking. But there is a good amount of change in the Beta.
