However, when I break down the quality of the content I've played per hour, I give the edge to TW3.

They are both good games, and they both have their niche.

Almost every rebel win comes from Air Superiority. If the A-Wings get to rain hell on the empire ground vehicles and get attacks on the AT-ATs, Rebels win. In fact, the map is so skewed in Empire's favor that its almost the only way to win. You concede the sky and you will lose every time.
