What does region locking mean?

Hang on, doesn't he contradict himself or am I being dense.

He says the PS4 won't block used games but you may need an activation code to play them. But once that's used, how would you play the game?! This makes no sense to me.

Looks pretty amazing. I didn't knownwhat to expect from next gen graphics - I guess it's not massively different from this gemm although the faces looked very good. That game will be epic!
