You'll want good overclocking RAM if you're going to overclock a lot. Something from Crucial would be the best, their Ballistix line preferred. Corsair's XMS2 line isn't bad either. Definitely make sure it has a heatsink on it, and ensure that it uses Micron D9 chips. I'd also shoot for a 2x1GBconfiguration, or if that's not possible, pick up a single 1GB stick now, and another one later on down the line.
For the graphics card, if you're going to be overclocking, pick up a 7900GS. They overclock very well, and for a really fun project, some of them will even allow you to unlock some pipelines. You'll also save several hundred dollars here, and still have very respectable gaming performance.
With good cooling (which will require a good case, decent ambient temperatures, good airflow, and good fans to move all the air), that computer may well take you to 3.6-3.8GHz, possibly higher.

I wouldnt recomend the 7900GS. He should go for a DX10 card (Nvidia 8 series or ATI 2000 series). this cards have up to double the performance of the 7900GS without overclocking.
