Keybord and mouse are more efficient to play (almost for FPS game) than a single gamepad. This kind of devices are very intuitive !
you are probably out of "Action Point" (i'm not sure of the term in english i'm french) but you need to have some of it to use VATS
The change of the gameplay environnement will be very weird at first. Beaches and jungles were the huge and effective appeal of the first opus I will regret that point !
