Actually the Naval Warfare pin is pretty easy to get. What you have to do is take a jet ski and go as sniper (or as assault with Zoom x 4) in a hidden place. For instance, behind one of the small islands in Island Innocentes. Once you're on a good spot, press F2 to sit at the back of the jet ski. Then take your gun and shoot people from a long distance. It works better without Kill Cam, as you may stay undetected for a while. Try also to be on a squad of your own and lock it. Otherwise, some squad-mate may spawn on you and will drive the jet ski away from your hidden spot.
