I am confounded by Tom's new found love of the number 4. Based on other reviews I have read I believe Tom's comments about the game but 4 means it doesn't have any redeeming qualities. As I pointed out in Tom's review of Bioshock Infinite a 4 puts this game in the bottom 7% of games rated by Gamespot. Is it really that bad?
Ok lets put Tom's 4.0 rating into some context. Based on previous reviews by Gamespot he is putting Bioshock Infinite on par with games like "Napoleon Dynamite: The game" or "Hospital Tycoons" or "Wonder World Amusement Park". There have been ~9000 games rated higher than his score of 4.0 and ~660 games rated equal or lower by Gamespot. So Tom is saying this game is in the bottom 7% of all games that Gamespot has ever rated. Seriously I am not sure he is in the right line of work.
I think MS has kind of relegated Japan to a tier 2 market. If not they would have designed the XB1 to be able to sit on its side. One of the problems that the Xbox one will have in Japan is that it needs to lay flat (horizontal). In apartments (where most people live) there isn't a lot of room. So the Japanese have to be creative with space. The space issue is one of the things that hurt the original Xbox. It was just too bulky compared to the PS2 and it needed to be laid flat.
