Hmm wait, after I do that I right click it and format is greyed out and the external hard drive doesn't have a name, it says 951gb unallocated, the only option I can see is to right click and it says "New simple volume"

You don't need a Windows Disk to format it... Just go to Disk Management and do it from there. (Start -- Right-Click My Computer -- Manage -- Storage -- Disk Management -- Right Click your External Drive -- Format)
