I agree that the review was slightly harsh, and by slightly, I mean SLIGHTLY, I thought it deserved a 9.0 maybe 9.1 at the highest.  The game is great, no doubts there, but Jeff makes pretty solid points about TP, the sound and everything that he criticizes.  And don't forget, Jeff is not biased, he is the same guy that reviewed Wind Waker and he gave Wind Waker a 9.3.  I think that he honestly thought that this game is very similar to Ocarina of Time, which it is, and Nintendo is a good enough company to reinvent something and make it great.  I think the review is fine.

I see your point about cel shading, but i actually liked WW a whole lot, i thought the graphics were awesome, i wouldn't mind seeing cel shading again and they can do a lot w/ cel shading these days.  As for the next zelda i would like to see something a bit more fresh with the series, don't get me wrong, TP is an awesome game by all means, but it does have the, "I've played this before" kind of feel to me.  I really think they can make an awesome transition, when they went from 2d to 3d w/ Ocarina of Time, the change was just like, OMG awesome.  I think they can do something great w/ this series, and like the gamespot review said, I really want an Orchestral score designed for the next Zelda game.  Voice acting would also be a plus, and i know that bad voice acting can ruin a game, but you have to remember that this is Nintendo-these guys make great games, I'm sure they can find great voice work, maybe not for Link himself, but I would like to go through Hyrule buzzin w/ people THAT MAKE SOUNDS OTHER THAN "HEY!", but that's what i would like to see in the next Zelda.
