Just a hint: you will have to create more than one garden in this game. Store pinatas and send them around your gardens depending on what you want to achieve next.
If you're interested in the game, just go try Impulse. Their client is okay and there's also a bunch of games not available on Steam. They also have different sales. Nothing wrong with some diversity.
Steam is just becoming so popular I sometimes pity their competitors, as quality services like gog and Impulse are being overlooked.
Take a look at X3: terran conflict. It may actually be close to what you are looking for. Be warned: This game is not easy to get into by any means, but it is very rewarding.
Swords of the Stars may be another option, with a mix of rts and tbs.
Also, Galactic Civilizations is not on Steam but on Impulse (as well as Sins of a Solar Empire).
Out of those, the only one I couldn't get into was NWN, I don't know, I've tried to really like the game but always stopped playing at some point after a few hours.
Also, I only ever tried the official campaign and never got into mp, that's probably the problem. But whatever, my vote goes to NWN.

Well, I kind of agree with that statement.
C'mon, guys, football is also this, the whole drama, referees making mistakes, players trying to cheat and diving...personally, I also enjoy that part of the game!
