Pirates of the Burning Sea
They're aren't many 'Age of Sail' games that actually have combat in them... but this is the best I've ever experienced.

The design is decidedly NOT for hardcore MMO gamers, but it is a great pick-up-and-play MMO, which is pretty rare.
