Sorry did not take the time to look at the pic. The small hole is corroded over pin #15. The only way to fix it is

by following this hole on the other side of the board and use a micro screw driver to scratch the copper that leads

to it. Then use a very small wire to solder both of them toghether. After testing it, if working use something like

nail polish and paint over the wire to keep the moisture away.
