Hundreds of thousands of people along 26 miles in a city with many people having backpacks, how the hell are they supposed to stop something like this?

Bombs are made with chemicals which can be sniffed out by dogs and/or sophisticated devices.

Both of which have been known to fail.

"rights" only apply when can enforce them. if you can't enforce a "right" it's just a useless word. Only governments can have rights because they are the only ones that can protect/enforce them.
