If you're on a budget, you'll get away with a decent dual-analog controller. This game has a mode similar to the license challenges of the GTseries. This will teach you the proper driving lines, the cars, tracks, etc. From using a joypad myself I've been able to manage the most difficult of these tests just fine. It's just a matter of learning the game. If you're a GT veteran you'll catch on fairly quickly. Of course a wheel is the best option, but the game is still very playable with a joypad. I would not recommend a keyboard at all if you're into this looking for a realistic sim. With driver assists turned off, you'll probably spin out almost every turn trying to use keys. This isn't anything like the NFS series. If you're trying to use the throttle as an on/off switch, you will become very familiar with the wall.
