Yes, MS host and maintain the servers and don't allow to connect somewhere outside Live, Sony allows to use network port as you dev wants and don't even need to use PSN at all (like MGO), that is very frindly for MMOs.
Also one note lot of games are P2P, it means that real game host is hosts console :)
The 360 has 2 mmos that you don't need to connect to live for.
