How can they be frustrated when they're not even developing the vita version?

Thanks for the suggestions everyone. With black friday coming i'll see what I can find instead of building one.
Ahh that sucks, but oh well. I thought about going for the a6-3500, but the only thing my parents will be using is the web browser and watching youtube. Would the llano be that much be better for it than a sandy-bridge pentium dual core?
Is it possible to reuse the dell case and just add in a new psu or would I be better off just geting a new case?
Today my parents old pc has finally stopped working. Tried powering it on and nothing happened.
I think the specs are as follows:
CPU: Intel Celeron
HDD: 20GB
Ram: 512mb
Mobo: Socket 478
So basically my question is would it be cheaper to just buy parts and upgrade or just buy prebuilt? Want to do this as cheap as possible. I already have a windows 7 disk and thought about re-using the case and cd drive.
Insomniac basically killed this franchise and not because they're done with it. Fall of Man was great. R2 gameplay wise was too different from R1 and was copy of other shooters at the time which turned people away from it. The story was pretty good too. Now resistance 3 returned to back to the gameplay of fall of man which many people wanted back. The story was pretty good except too, but I do have a problem with it that is not about the ending (Was wtf bad also imo). The problem I had is that the game was a straight up side story about Capelli. Many of the questions people had from R2 did not get answered and I think this should not have been called R3 instead it should have had a sub-title.
As for why it didn't get much sales? People think it was because Sony didn't advertise enough, but I don't think that is true. I saw ads for it every time I watched ESPN and when I was on Twitch.tv. The reason I think it didn't get much sales was ultimately the multiplayer beta which was horrible. We all know people really just use beta's as a demo and since there were framerate problems, lag, and even freezing people quickly wrote it off without buying the full game when it released.
