I went to a streetpass event and i got a lot of streetpasses. I now have 48 other miis in my plaza. few things i learned:
When you StreetPass greet the first wave of mii's then you must immediately do the puzzle swap and find mii before greeting the next wave of StreetPasses or closing the mii plaza.
You can only gain a different puzzle peice from streetpass.
I heard puzzle pieces are are depending on which state it bought from.
I have 13 StreetPass tags, my first few street passes didnt have any puzzle pieces to swap. At the mii plaza in play mode a "!" will be right of the find mii and puzzle swap(if they have at least one puzzle peice) if you streetpass someone. if you have any unused heros "!" will be there too.

hmmmmm your right heroes and puzzle pieces are not play coin exclusive i just havnt met anyone on street pass yet i read that Super Monkey Ball 3D utilizes play coins and i also i read that the lego pirates of the caribbean that comes out next month will use play coins too i imagine that all lego games will.

AR Shot 2 for 3 Play Coins Useful?: more of the same if its another level of ar shot Free Fishing for 3 Play Coins Useful?: its fishing with less structure (good if your looking to collect all the fish) Fish Gallery for 1 Play Coin Useful?: shows you what fish you collected 3D Tools for 1 Play Coin Useful?: can affect pictures in 3d not very interesting Clock for 1 Play Coin Useful?: seems pretty useless to me can change a clocks time Globe for 1 Play Coin Useful?: seems useless to me the globe lacks details with only 3 zoom levels
