UPDATE** After tinkering more, I found another more stable solution. Gsync+Fast Sync+Frame Limiter. I also came back to using DirectX11 as it is more stable, especially with cut scene animations. Try it out.

GUYS, I found a fix.

Sometimes downloading drivers is not the only answer. Games can still run terribly like Far Cry 3.

(This is guaranteed for higher end Nvidia GPU setups that still experience micro stutters and frame drops. Haven't tested mid range GPUS but would be interested to know the results)

For a couple weeks I could not get Far Cry 3 to run smooth without micro stutters and hang time glitches every 20 seconds or so even with my setup. It seemed to happen every time my character started into a sprint. I run an HP OMEN i7 7700 with a Geforce 1070 along with an acer 24" 144hz monitor. I upgraded my monitor from a 60hz monitor to a 144hz and still had problems. I tested Far Cry 4 after my frustration thinking it was my system, but FC4 runs like butter maxed out with perfect FPS on this setup. Thus, I kept digging to figure out how to fix Far Cry 3 even though it is a terribly optimized game and...THIS IS HOW I FIXED IT.

For FC3 we want the Nvidia settings to be the horse power. But before going to the Nvidia control panel, start your game and in the settings change DirectX 11 to DirectX 9. Trust me here. I know it hurt my ego too at first but the magic happens later.

The game will then prompt you that this change will only take effect once you restart the program. Before you restart, go to Video quality settings, change to custom, and set Post FX to medium (This takes away the awful motion blur while you are driving. Even set to "High" the bad motion blur still shows. "Medium" is the sweet spot, it runs better and looks better. Set the other settings to high or very high, just avoid ultra. Again this hurt my ego and maybe yours too but trust me. Apply changes and quit to desktop making sure directX actually switched to 9.

Now open Nvidia control panel and click on Program Settings instead of Global settings. Click the drop down and find "Far Cry 3 (farcry3.exe)" It is usually set to the farcry3_Dx11 .exe.

With DirectX 11 switched to 9, Nvidia will now make up for losing graphic options like Antialiasing and will do a much better job and even gets rid of a lot of the texture buzzing and popping we've all seen.

Match these settings from the top :

Ambient Occlusion - "Not supported for this application" (Don't worry about this)

Anisotropic filtering - 4x (You can even experiment going higher but I settled at 4x)

Antialiasing - FXAA - ON

Antialiasing Gamma Correction - ON

Antialiasing Mode - Enhance the application setting

Antialiasing Setting - 8x

Antialiasing Transparency - OFF

CUDA GPUs - ALL (or just your single GPU)

Maxium pre-rendered frames - 0

Multi-Frame Sampled AA (MFAA) - OFF

Preferred refresh rate - Highest available (Make sure you have actually set your 144hz montior to "144hz" in the resolution settings.

GPU Performance - Maximum Power

Shader Cache- ON

Texture Filtering Negative LOD Bias - Clamp

Texture Filtering Quality - High Performance (Don't worry, I did not notice a change in quality)

Vertical Sync - OFF

Virtual Reality Pre-rendered frames - OFF

Apply changes, and launch Far Cry 3.exe (Uplay may or may not automatically play this specific executable file so you might be safe going into program files and launching from there. After you do it once, it will forever launch the same one)

YOU WILL NOW SEE IT IS GLASSY SMOOTH.

This completely changed the game for me and I could FINALLY rest easy. No more micro stutters all of the time. If I ever do encounter one, its on very rare occasion. (Amanaki Village seems to always have a hang time glitch right after you leave the safe house and run towards the exit)

Let me know how it works for you. I have done this fix on an i7 1070 so please let me know how your 1070 or other cards perform.

EXTRA TIP - Consider turning off all 3 of Windows 10, Uplay's, and Geforce Experience's in game recording plugins. Turn off all of them in the settings to avoid in game interference.
