Street Fighter Alpha 2, particularly the PS1 version. Super Street Fighter II gets an honorable mention though.

Super Mario Bros. 3 was my favorite, but I think Super Mario World was the best in the series.

I don't know about better or worse, but games nowadays seem to have a lot less "heart" in them if that makes any sense. Its much more about the business side of things then it ever has been before, and it shows.
