After snooping around I found this, which is what I expected the general answer to be. I wasn't sure if anyone knew of any specific company that would take in game ideas. But this is the general answer:

Hone your ideas into a clear, coherent description of the object of the game and how it is supposed to be played. This is known as creating a "pitch" for the game.

Contact the research and development department of a company to which you're interested in pitching the game idea to see if it accepts submissions. This is more likely to happen with smaller game companies than larger ones; however, remember that smaller companies lack the resources of larger companies. Pay attention to their submissions requirements.

Pitch your idea to company officials.

Hello,

I've been designing a card game on and off as a hobby for a while. I have some pretty cool concept arts and I have a fully fledged game idea with components and things that I just don't have time to make myself. I enjoy the architect aspect and the design aspect but when it comes to programming I just can't stomach a fundamentally arbitrary logical system. But all that aside, does anyone know of where someone might give their idea to make it into a game?

Check out Robocraft. Decent community. Build a bot game. You can buy bots if you don't like building. Shoot em up game. I mean I guess its not that active but it just got an update. I like the game.

PC gaming is what I got into last! I was console all the way man through Halo 3 but then after that I went PC. From the beginning I thought all pc games were the worst and sucked but now they are the best! haha, I think of mouse FPS as a fine art with respect to the controller.

Dude for everyone it's different but Robocraft man. Simple build a bot game and shoot stuff! I spent hours just building the bots to figure out how they worked and that's something I enjoy. But if you do get it, look up the official guide on hovers and wings and just save yourself time there.

My first game I downloaded on steam was Warface I think. But maybe it was, um, Rift or....hmm...possibly some other game. I don't know.
