Looks like the rope arrow only works on those specific rope bundles (does anyone know what those are called?). They didn't outright say it, but it's kinda looking that way. That would be a shame if it's true. Using rope arrows in novel ways was a highlight of the first two games.

Also, I love how the dude awkwardly tried to play it like he knew what a burrick was. Ha ha.

@jasopan GTX 650 Ti Boost will do the trick no problem.
