You say the additional extra's are more expensive now? Wait until they release the 5.. The connector on the bottom of the phone has supposedly changed to a different fitting - This making all the current gear irrelevant to it, meaning you'll have to buy new dockings etc. Stupid move by apple if you ask me! I have a 4s, and am more than happy with it! Is an iPhone 5 really worth the expense it's going to be? Probably not.. iOS 6 will be compatible with the 4S also.
Best way to solve this argument is to cross the connections over, and allow the PC gamers to play the XBOX gamers in a promod server on COD4 - Then we'll see who's best! No silly perks to stealth bomb the living daylights out of people.

In short, yes. Just don't try and go all out on the graphics settings. I play most games on their lowest anyway to get the smoothest game play although my rig can handle a lot more.
Even if it is USD, it's still a mass budget to work with, specially if you build it yourself. Futureproofing is definitely an option, so i'd definitely drop the Phenom and go for something that excells further, such as the intel core series.. i5 / i7 etc.
It's a bit over the top if you ask me - in terms of the current game options, theres nothing really that will come as any challenge (which is obviously a good thing). Advantage of spending that much will be great performance - I do think you could get away with spending a lot less and still having a quality rig.
It's not guaranteed to make the problems stop, no. It might not necessarily be the graphics card. If it's really getting on your nerves, the only way to conquer it is by trial and error. You can often find graphics cards cheaper if you fish around.
