Well I managed to fix it. For anyone desperately trying to find a fix like I was here's what I did. I dleted the two files from my steam folder associated with the Dragonborn dlc. I then went to my steam account and found mySkyrim game on there. Right clicked went to properties, local files, then clicked Verify intergrity of game cache. This then checked my files and redownloaded Dragonborn for me. When I restarted the game everything was working fine.

I bought this and installed it on my pc yesterday. Nothing has worked right. I tried to travel to Solstheim. I got stuck floating in mid air in Solstheim unable to do anything. The maps don't show my location. The fricken Bloodskal blade enchantment won't work so I got stuck in Bloodskal Burrow whatever it's called. The main quest won't work, the npc at the temple of Marek I was supposed to talk to disapeared. All the new enemies float around the place, don't walk. You kill them and they're still standing in their fighting pose. NOTHING has worked. I had to cheat to get into Solstheim, I had to cheat to get out of Bloodskal Burrow. I had to cheat to even start the Dragonborn quest, which I can't even finish now. What the hell man? It cost me 20 bucks for this broken mess.
