Thanks for all the help guys.. after trying so many times here is how i solved the problem -

if u enter the info again and again incorrectly (thats what is prompted) your account will be locked.

i didnt want to wait for 24 hours so i created new account right away and decided to fill all the sections of account at the first attempt including billing information

first time my info wasnt accepted . i went back to edit the info - i live in an apartment so i initially i added this in second line of address - apartment number 3

but i got error

second time instead of entering it in second line i added this in first line after my street address - #3

yes sir and it worked. so for all those guys who live in apartment add the apartment number after ur street address in first line. with no space between pound sign and apartment number. i know this sucks but well it worked. read all the other comments they will really come in handy. thank god i will be able to play tekken :)
