IBM and AMD have developed new technologies which are called "silicon straining". Essentially, these techniques allow electrons to travel faster, thereby reducing a chip’s power requirements without sacrificing the chip's performance. This technique may reduce the Cells power requirements to up to 40%, which means the chance for overheat reduces. This is great news for those whom feared that the PS3 would overheat like the X360.
