I have the exact same system (Dell XPS L502X) and up until 2 weeks ago I was getting 45-60 fps easily on GW2. However, my computer would crash every hour or so because the gpu was drawing too much power from the motherboard causing a surge which "stopped" the whole system and required a hard shutdown. I temporarily fixed this by underclocking my GPU by 110MHz on all clocks (Which didn't hinder performance at all) I got my motherboard replaced and I reinstalled Windows 7. Instead of re-downloading GW2 I simply moved it from windows.old. Now when I enter the game, my FPS starts at a nice 55fps and stays there but the moment I start to move around or turn the camera, the FPS steadily drops to about 20-30 FPS and although it is still semi-smooth, the moment I hit a zerg my FPS tanks to 5-15. However, when I change areas or alt-tab out of the game and go back in, my FPS jumps back up again to 55 FPS and the process occurs again. I Believe the true problem is an error in the game engine, or an error in the way resources are managed within the v-ram. It may have to do with my index.dat file being erroneous or be a consequence of a bad update which is improperly placing a greater resource load on the CPU. And as for those who say the problem is that it is a laptop, or that the GPU sucks, or anything of that sort, at least have the common sense to back-up those claims. The 540m has a graphics clock speed of 672 MHz, shader clock speed of 1342, and memory clock speed of 900. If you are having similar problems, or not having any problems, please tell us which GPU and CPU you have, as well as all the respective clock speeds. For GPU clock speeds you can use MSI afterburner or just Google your GPU model. And it doesn't hurt to be detailed.
