As far as I know Square Enix never planned to release Final Mix here in the U.S. Just like the rest of their interational versions of games. So there was nothing to nix.
If X-seed(the remnants of clover) pump out new games I will meet them with much bile and revulsion just waiting to puke all over it, cuz there track record to me is pitiful and lacking, not awe inspiring. We shall see if capcom had any roll in how bad they sucked or if capcom was going to give them the axe(because they sucked)and they jumped ship first like rats.

Before anyone gets confused, you are mixing up two different companies.
The former Clover executives went off and formed the development company called Seeds.
Xseed is a game localization company that translated brought Wild Arms 4 and Shadow Hearts 3 to the US.
You don't need to play the second to enjoy the third, they aren't really related. But the second one is much better th the third game, and since you've already played the first game you'll understand the second one.
Most of your chain stores like Gamestop no longer sell PS1 games. If you have any smaller non-franchised gaming stores you may try there. Otherwise you are pretty much stuck with online stores or ebay.
I think I know where you are. If you already went to Galbadia you picked up Irvine. You are supposed to go to Deling City and meet with General Caraway at his mansion. Easiest way is to take the train near Galbadia. Once you reach Deling you'll have to take a test that the soldier in front of the mansion gives you. He'll tell you to go to a cave outside of town (turn right when facing the town and follow the coast to find it). If you go through the whole cave you should face ( and eventually obtain) anothe GF.
