Once again, the terms of the withdrawal were drawn up by Trump, and Biden followed those terms. The terms had a deadline of August of 2021. Biden became president a little over 6 months before that day. in other words, it had to be rushed because of that deadline. Trump could have picked a later deadline but didn't.
