If Uncharted 4 wasn't released, I'd say TR however Uncharted 4 really did a great job about improving its most important shortcoming from previous games. Combat, with the addition of grappling hook is better than TR's imo. Enemies can lose sight of you, more interactions with environment etc. Sure, there are some missing things with story but I'm willing to let them go since it is the final game of Nathan Drake's story. TR, on the other hand, while may be better about sneaking, hand-to-hand combat is weak compared to U4 and after you get spotted, the combat is just another cover to cover shooter. U4 on the other hand, gives you more freedom about combat. After you get spotted, you can use grappling hook to get around your enemies, and beating up enemies is more fun.
