i'd say go for EU4 the learning curve may be steep but it's worth all the hours you're going to put into this amazing game :)

Great Driving Mechanics

Great atmosphere

Fun GTA-style missions.

Freerunning

Plenty of content

It's got Emma Stone in it

CONS:

Camera can be annoying

City sometimes feels bland
