Nope, watch gameplay videos 3-5, there is lag, and yes, lag can be captured on video by packets sent to your client by the server, i've captured lag on some pc games.

What I would really like to know, is the online server GLOBAL?

I've played it for like 2-3 hours, still single player. Haven't touched the Online yet.
