I believe it is one transfer per HD size per console. If you transfer from 20 to 60 and then get a new 60 you could not transfer from 60 to 60 again. You could however transfer to a new 120.

Why should they be free exactly? They still offer free clothes for your avatar. Some licensed products they have to charge for. I do not have a problem with them charging a small feefor avatar clothes. I probably will not buy them but I will not fault anyone else who is interested in it.
